The Media Library
Overview
The media library is the heart of our organization. It is where we will store all of our information (video, audio) and the related metadate (program information, scheduling information, access control lists, etc.)
Specifically I propose a centralized system preferably located and managed by DCTV consisting of the following:

[MySQL]? database server for storage of media metadata, user information, acl, etc.

Centralized redundant storage for media files. Accesable via [apache]?, mountable via [rpc]? and [samba]? as required (geek details).

I propose a mysql database with apache. The software I am using for most of the backend requires this. I've been experimenting with the Z SQL Method type and feel the mysql/apache would make a good intermediated point between plone and our backend.
Currently I have the databases I need to manage scheduling, automation and management of audio and video files. Annodex sounds rather interesting and I'd like to explore integrating that. I'd like to move our membership tracking over to a whole new system. Currently it is ms access 97 format but could be easily exported to mysql. However most of the data isn't all that interesting. I would like to explore products for plone similar the CivicCRM? project as we would need a interface similar to that. We have some good data in our kdrt database, as well all our email accounts.

System Integration
Offline encoders/decoders
Can be built using off the shelf computer parts or buying pre-built systems. Software can be open source. Purpose is for transcoding and caching of files between Media Library and desired ingest/delivery methods (i.e. INET, www, Editing Suites, Playback system.)

Use Open Source Software wherever possible. We are currently working on migrating from [MS Access 2000]? to [Plone]?.

As for capturing SVHS, Umatic, DV, miniDV in the studio. Current equipment only allows capturing from up to two of these devices easily without requiring staff support to set up the system to capture from other devices. Currently we have Umatic and SVHS patched into the switcher. To add support for B-Roll via DVD and/or DV/miniDV requires purchase of a TBC. However, it is expected over the long interfacing between the devices in the control room will no longer be BNC Composite. The future interfacing is currently unknown (SDI?). Therefore in the short term only two formats may be easily used for B-Roll. This issue affects plans for a third camera in the studio as well as a patching for misc. third party equipment (laptops in studio, etc.)
Need a CRM. Can't find much crm info on web. Other access centers developing modules based on Drupal and CivicCRM?.

Playback/scheduling. I am moving to make the ingest, playout and scheduling of both kdrt and dctv programming to run on the same system.
This requires a centralized filesystem for media files and a database of metadata linked to them.
